I feel the same, although we don’t know exactly how Ivan is feeling about all this your post sums it up in the most logical way possible.
Some of Ivan’s past quotes have backed up this line of thinking.

Gee penrith fans change their tune quickly lol

About a month ago they were adamant he would stay a panther for life. Now this news of ivan wanting him for 2020 they are happy to let him go, some even saying they want Brooks and how Brooks is the far superior player anyway

I'm not convinced he is that much better than Brooks - particularly the way Brooks has been playing this year.

Brooks Is A Keeper.

He has played in a defeated / politically disabled / personality driven team for years.

He would be a Gun with a better team and a better coach.

We finally have the Coach and a an improving club culture thats flowing into the plyers we have.

I want clearyJr and brooks together. J Renolds is the odd man out (nothing personal). He hasnt been available for much of 2018 and we havent really suffered for that fact.

I wanted to beat the crap out of Brooks last season but he has stepped up big time in defence and attack. I think Nathan has deteriorated since the knee injury - possibly resumed too early, seems to have s strange gate when running.
