In their rorting era (2006-2009) the only real megastar they brought to the club was Mick Crocker. The majority of their other gun players debuted at the Storm. Their cheating was just a means of retaining these players. Not saying it's right, but it shouldn't be a knock against the clubs ability to develop a player.

You should have to have (and financially support) junior leagues before you get discounts on "juniors".

Poaching someone at the age of 17 rather than 23 does not make them a local junior.
