The real losers are the caterers and the Leagues club who would've lost maximising profits in takings for food/drinks which families would've spent if their kids were allowed in for free.
No lock out means everyone wins(capacity crowd, maximising merchandise and catering sales, Leagues club takings). An extra 2-4K people equals a lot of money not spent in other areas besides gate takings.
If they were genuine about filling out the stadium, the WT would've given up the free tickets they keep for themselves, families and friends.
The club made the incorrect decision, no ifs or buts.

Wests Tigers wish to advise supporters who plan to attend this Sunday’s Telstra Premiership clash against the Penrith Panthers at Campbelltown Sports Stadium that all Junior League and School passes will not be granted free entry into the match.

Due to an expected large crowd and the volume of tickets already sold, passholders are encouraged to pre purchase their tickets.

There are still reserved and general admission tickets remaining.
And there STILL was at 3pm on Sunday...
