Bronco's and the Rule Book

I'm not one for conspiracies and the like, but I just watched the Warriors v Bronco's game. Call me naive, but do the Bronco's get refereed to a rule book I'm not familiar with? Continually not square at marker, play the balls akin to an under 6's game and probably the laziest retreat to onside in the comp. Then the commentator declares in the 55 minute that they are the least penalised side in the comp for 2018! I'm aghast!

Unfortunately for WT the not square at the marker was enforced against Wests Tigers in their most recent match against the Broncos.

That's funny because the MMM team said Melbourne were the least penalized side
