Thought TPA's are capped at a reasonable amount ,like 3-400 thou across only a few players per club in totall.To basically stop a legal way of rorting ,stretching the salary cap and stop an arms race . It ,the tpa's initially where brought in to thwart ARU cashing in on leagues talent pool
