Neither has anyone else in the squad except Tamou. Whether he's done it at NRL against top sides is irrelevant really, the fact is he has the qualities of a leader. He has captained the Combined Nations Allstars team which automatically makes him more qualified than 99% of the squad.

@JC99 The issue in keeping both and also having Hodgo is the amount of roster spots taken up. As it stands if Hodgo joins and no one is moved on it would take the roster numbers to about 28 or 29. With only a top 30 you can't really afford to carry 3 hookers who all see themselves as starters.
