I’d suggest the NRL would be strongly opposed to a move like that. It would severely weaken the value of the club. As you say, the NRL issues licenses.

NRL intervention is frankly the best thing. I don’t care if Campbelltown, HBG, Balmain have a presence but none of them should be in control.

Unworkable would be my response. Maybe you could have an Easts Tigers entity that plays some games at LO and most at Suncorp but whether that’s workable or desirable is debatable.
