2nd tier salary cap

Not sure if this has been discussed in another thread however can someone help me explain the second tier salary cap?

If we were already over prior to this round and couldn't blood Brooks, how does Luani get a run? If they were that keen to blood Brooks why could they not have used Fulton at hooker, Anasta at back row and ring in Luani?

I believe they wanted to blood both and lodged the request for both at the same time. I guess the NRL thought they had a case for Luani on a position vs. position basis but I didn't think it worked that way. I sometimes think they just make the rules up as they go along.

Well you'd think Mac having Fulton who has played at hooker previously they would of blocked that as well

It is a confusing issue , but I still remember that someone mentioned that we had got clearance for Brooks

I meant bring in Brooks, but I think you got that. Position for position doesn't make sense either, should be up to the club who is for for purpose
