I can see a picture thats in there twice. The one in the top left corner is also slightly right of centre.

How about a "Decade of distinct mediocrity"?

You could easily replace mediocrity with a lot of other words, eg " A Decade of distinct lack of accountability"

"A Decade of distinct Duds" annnnd the list could go on and on.

Even at that small size I can see four images repeated (and three-peated). Couldn't they access enough graphics to fill the banner? And _ten years of the Wests_?
