Yes lower your target, easier said than done, with players falling into tackles and one may suspect some dropping down deliberately to tap their head on a defender's shoulder to gain a penalty or sin bin.

If they keep lowering the target, soon only a legs tackle will be what is allowed along with the associated concussions that come with heads making contact with hips and knees.

The HIA statistic will end up sky high on the side of the defenders, what then, penalise the attacking player for contact with the head?
 
Rewarding legs tackles... some... might help this

Can't see it early in the take count tho with straightforward hit ups..

These sin bins are no solution... it's an easy way out for the nrl
