I don't think the NRL has any real or consistent idea of what is and is not a hip-drop, or hip-drop-related tackle that is dangerous but not actually a hip-drop (because you didn't quite use your hips).
Jayden Campbell got done for one on Saturday where he hit at the waist and slid down, always wrapping his arms, not using his feet to anchor his weight and (to my mind) never intentionally using his hips on the back of the attacker's legs. Basically, Jayden Campbell is the width of bamboo and he will occasionally be flung off his feet in an attempt to make a genuine safe tackle.
Ever since that Parra-Broncos match where 2 players were sinbinned but Payne Haas was not, and RCG sustained a groin injury of some 6-8 weeks, I decided that he NRL no longer had any idea what they were doing.
Very much like the rash spate of sin-bins for high shots circa 2022, they decided there was a dangerous technique that needed to be stamped out, and rather than use a delicate touch, they decided to go nuclear and penalise everything anything that even smelled like a hip drop, except, of course, some of the things that almost certainly were actually hip drops.
Much like the high shot sin-bins and obstruction decision-making by the bunker, they may eventually land upon a generally accepted and understood semi-standard in a few more seasons.
