If the NRL is to add an 18th team then somehow a DRAFT must be reconsidered?

I know it has been discussed over and over again after previously being introduced in the 1990's and then thrown out after the Terry Hill challenge. Whilst I admire the early success of the Dolphins I have grave fears for the 18th franchise and the poor old Wests Tigers. If the NRL can't get the Players Union on-board with a DRAFT then you can't help be concerned that two divisions will quickly form - "The Haves & The Have-Nots"! The only other solution could be the introduction of two divisions of 9 teams where the teams in each division play each other three times in a season (with Byes) and the top four teams in each division play each other in the finals. Promotion and Relegation would flow into the following year. Definitely interested in everyone's thoughts, and in respect of responses "Try and play nice"!
 
Drafts are only necessary for Clubs who aren't administered well. We have just as many opportunities as every other Club, we are just run by imbeciles. Every end of season we hear "these results are unacceptable" but they all retain their positions, so how are things supppsed to change.
 
Given that we have a high court decision that Drafts are against the law… it would take about 5 minutes for some entitled kid that didn’t want to go to Melbourne/ Auckland to spit the dummy and threaten legal action

The players have already won that battle
