The NRL will strengthen concussion rules to make clubs more responsible for identifying and assessing players that may have suffered a concussive injury.

NRL Head of Football, Mr Todd Greenberg, said today the new rules introduced for the 2014 season had seen a significant improvement in the way players are treated after suffering a possible concussion.

But he said the game has identified opportunities to further strengthen these rules to place greater onus on clubs to identify players that have possibly suffered a concussive injury.

Mr Greenberg said the rules have been tightened to require a player to be taken from the field as soon as they exhibit any signs of a possible concussion.

“In other words, we are putting greater onus on the clubs to ensure they identify any player exhibiting signs of concussion and take them from the field immediately,” he said.

“To help them do this, club trainers – who have restricted duties – will be required to help identify players who may have concussion and remove that player from the field for assessment by the club doctor.

“It will no longer be an excuse for clubs to say that the club doctor and trainer did not observe any concussion signs – it is the club’s responsibility to do so.”

Mr Greenberg said the NRL would continue to make changes to the concussion rules if required.

“New rules always undergo some tweaking to ensure they are effective and that is what we are doing,” he said.

The amendments come as the NRL today issued Wests Tigers with a breach notice for an incident involving forward Liam Fulton in Round 5.

He said the club would be fined $20,000 for the breach. As it was a first breach, $10,000 will be suspended but the club will be liable to pay this if there are any further breaches during the 2014 season.

The club has five working days to respond to the breach notice.

The dogs did not even take graham of on 2 occasions and they only copped $10,000 for 2 breaches, talk about double standards.

If we copped $20k, dogs should be charged $100k, not only did they flaunt rules they lied to NRL about it.

They need to increase size of the bench to 6 if they want to get serious about protecting players.

just bring in an 18th man for concussions/foul play. That way you can have a 4 man bench and a nice utility in the halves or for hooker if needed. Like DCE, Austin, Luke Lewis, Hayne. players with versatility.

Jeez the standard of reporting just keeps sinking to unknown depths. What incident douche bag? Can you elaborate on whatever it is this "incident" is you are talking about??!! From my recollections Fulton has been taken off the field this year and also missed some weeks. Can we please have some more info on this….....jesus christ.

Saw it on 360.

He was in a bad way but i don't think our trainers noticed. A few of his teamates should have called it.

Not much luck for the Tigers this year.

LOL reyre…its an incident

Trainers ''not noticing'' dont cut it

They are meant to notice,I just watched it again and it ''seems'' like a trainer attended to him just after the tackle in question...manly lose the ball after that hit, the ref blows time off - says something like Liam fulton with trainer (though its hard to make out) and though you cant see it the scrum waits for fulton, ref blows time back on as liam joins the scrum then wide shot shows trainer behind the scrum where Fulton just was...Rabs then mentions something about Liam & the trainer

Was this in the game against manly where he came out of a tackle looking shaking and went down pretending he had cramp to give himself some time?

Concussed in round 1
Had to sit out round 2
Concussed in round 3
Had to sit out round 4
Concussed again in round 5\. There's no way the trainers wouldn't have been aware of that. Liam was already a walking head injury.

Fair fine.

Dirty if the NRL have not fined the Dogs for the James Graham incident though

Liam has a habit of trying to hide that he has a head knock. I'm actually surprised it has taken this long for us to be fined over him. One of the games earlier in the year against Souths, it was actually a game we took him from the field, he coped 3 head knocks. On each occasion he gets to his feet and staggers a little before hiding himself in the defensive line. I have also seen him go down pretending to be cramped to gain gain extra time to compose himself on a number of occasions.

The worrying thing is its the multiple head knocks that the Doctors are really concerned about and Liam seems to cope multiple head knocks in games.
