Yes, you send to all registered users.

How many do you want to send it to ..type the full username you want to send them to… then click on add recipient ...

If you click on Groups ..Registered Users..they go to everyone on the board..

It was a mistake I would say…meant to send to 1 user but clicked on Groups Registered Users so it went to every user on the Board..
