Would not surprise anyone. Dugan's only remaining option appeared to be the Saints unless of course he was shipped to the UK. I have serious reservations regarding Dugan and his mental state and weather he's really ready to move on. If I was a Dragons fan, i'd be very concerned and sceptical about the guy. I just don't think he has learnt from his sacking or is even ready to learn from it. Everyone knows he wanted out of Canberra and that this was the only way it would happen quickly, play up.
