This warms my heart. My advice to anyone out there who doesn’t have an up-to-date phone/obsolete or is struggling to afford or pay for a phone call or just simply need help during these tough times, is to simply walk, run or ride to your nearest pay phone, call someone you care about and tell them that you love them! Pay phones are now free in Australia.

Australia’s 15,076 public payphones will be free to use for local and national phone calls as part of Telstra's payphone overhaul, as well as calls to Australian mobile phone numbers, with no restrictions other than a six-hour limit.

I’d say it’s more economics. The expense of having staff go out and collect the money plus damage from desperates trying to steal the money is a lot more than any revenue they’d pull in.
