If we use a relegation/promotion system based on head to head ladder position then it would be 4 teams from 2nd grade that get promoted to 1st grade per year and 4 teams from 1st grade that get relegated to 2nd grade per year.

Has to be ladder position,what happens if the team who wins the first grade actually finished 17th in total points scored?Its about winning head to head games and finishing as high up the ladder as you can.Souths scored the 2nd most points this year were they the 2nd best team??? not even bloody close.If the teams in the second grade want to make 1st grade they have to earn their place by finishing at the top of the ladder,just like the EPL teams come up based on ladder position not how many goals they score

i agree. overall points mean nothing after this year. the bottom 4 teams on the head to head ladder in first grade are relegated to 2nd grade. the 4 teams that make week 3 of the finals in 2nd grade are promoted to 1st grade. u know it makes sense.
