I agree in part. But, an interesting exercise is reviewing the fluctuation of the finalists for the past 10-15 years.
There’s a few teams that despite a hick up year have shown they are a constant in the finals. For a long time that’s the Roosters and Storm and historically the Broncos and whilst Thurston was a part of the Cowboys, looking even further back whilst Joey was part of the Knights they were also a sure bet. In recent times Penrith have moved into this same position.
Following that there’s the Sharks, Raiders, Manly and in more recent years Parramatta.
It’s still a bit of head scratcher for mine why those 4 just mentioned still show signs of inconsistency. Whilst you would agree they are always contenders, they aren’t a reliable bet.

Actually, I’m editing the part re the knights. I’m not convinced they have the same culture. And using the same scenario as where the cowboys at without Morgan, Thurston, Cooper and Scott. You could say that the knights and cowboys never built the same systems and culture like the roosters and Melbourne have, they can rotate through players but still have the same effect in the comp.
