The cap, and the minimum wage to a certain number of players, does restrict clubs from overspending and improves their budgeting.But there's one intention of the cap you've both missed. While I agree that the system wasn't intended to level the salaries of all players (especially marquees), nor equal the appeal of all clubs as a destination, it definitely was intended to put a ceiling on the budget of all clubs and, therefore, spread the talent more evenly. By having a cap, clubs were being asked to balance their expenditure carefully and make astute decisions about which players they keep or let go. However, even to the causal observer, it is obvious that certain clubs are rorting the cap by using TPAs in their salary structures in order to fudge the figures presented to the NRL. This cheating, reduces the chance of a level playing field, in terms of talent, and, therefore, flouts the the main intention of the cap. And all of this is ignored when it is happening right under our administration's nose.

What do you mean 'scrutinised for authenticity'? Are you sure the TPAs can't be policed/ stopped? This is the whole point. Is it not true that providing TPAs to players and then declaring below market value salaries to the NRL is cheating? Is it also not true that careful auditing/ surveillance is required by the league to stamp this out? And, finally, do you agree that the NRL is, in fact, a toothless tiger that is either unmotivated to do anything about it or actively supporting the dishonest activities of self-motivated, powerful figures around the game?Point well taken. The TPAs can’t be stopped unfortunately, but they can be scrutinised for authenticity.
Maybe we need better auditors who work on the job full time? Forensic accountants, not ex players?
