He would be a fool to take him at what he considered an unrealistic price because ultimately it effects his salary cap and the personnel that he can have in his top 30, which then effects his success or failure as a coach.
The story that kept coming out of the Wests Tigers was that they didn't sign anyone that Benji didn't want and I know the old story about under performing clubs having to pay more etc. but come the end of the day Benji has to take at least some of the responsibility.

No, Pascoe should have had absolutely nothing to do with that, other than checking we were under the cap he should have had zero involvement with the football department, same with the board.
