Does anyone feel this is a panic move to keep other juniors happy or are we simply that short on stocks?

We currently only have a top 27 squad, 3 positions left. Of the top 27 something like 15 are unavailable. That really highlights how threadbare our squad is, especially when the squad wasn't that strong in the first place.

All players on development or train and trial contracts are eligible to play, no upgrade required. SO anyone in NSW cup can play first grade if required
