Salary cap management is a dark art, they could be reserving dollars for another player or two that they have had discussions with and therefore need the Bird money to pay Bula or front end some other contracts. Its not to say they couldn't pay Bula more if Bird doesn't leave, its just that...

The reality is that any player that is playing at a high level is a potential target. Right now I doubt any of our team would be on the radar, however if they have a breakout 2026 than they become a target for the Roosters or any other club. FB is probably the biggest challenge at the roosters...
