I’m not suggesting that members are actively being discouraged to upgrade to the General level. It may be disinterest. However it is making participation in governance complex. I think if someone has been a member for three years and wants to be involved - great!

Yes. On my reading, it says that Social Members may, after three years, apply to the Board to be transferred to General Membership. So the Board has control of that process, and currently there is less than 200 General Members.
