27000 members can vote after 3 years.

Only general members can vote to change the constitution after 3 years membership.........this is standard practice.
They can only vote if they change their membership to become full members… and there’s no incentive to do so except being able to vote on whoever the indenture holders put forward for election.
Can’t get any more democratic than that. 🤣

I would tend to disagree. The casual fan wants the team to win just as much as the diehards.
With so much media on this circus they can now see where the problem emanates from.

With so much media on this circus they can now see where the problem emanates from.
Take a look at Fox League's Facebook page.
The last article I looked at about Wests on their page had 459 comments. I was interested in what the casual fan's opinion was and 95% of the comments were along the lines of they're sick of the drama, as well as just split the club up, or close the club down.
The general public is overwhelmingly sick of all the public fighting.

This movement is pushing good governance at Wests Tigers and for the review to be implemented in full.

The board of the Parramatta Leagues Club has been sacked and replaced by a temporary administrator.

In a statement, the NSW Independent Liquor & Gaming Authority said it "was of the opinion that the club's board had ceased to be effective as a governing body."

The cause of the sacking of the board of the Eels was a systematic failure of governance which included salary cap rorts, under the table payments, and illegal third party deals, and TAMPERING AND DOCTORING of official documents.

Nothing illegal has happened at HBG that we know of. At worst, they have breached their own constitutional rules by dismissing the three directors. But directors of other clubs have been disbarred in the past.

The only way the L&G can force change / appoint an administrator to HBG would be if the group has breached the Gaming Act or goes into receivership (source: a Governance Manager for a large NSW club)

Any investigation by the L&G will be around compliance, and if the club has done anything illegal.

Yes. On my reading, it says that Social Members may, after three years, apply to the Board to be transferred to General Membership. So the Board has control of that process, and currently there is less than 200 General Members.

Also seems odd there are only 200 people out of 27,000 who have been members for 3 years and couldn’t be bothered to apply for general membership.

I think you miss the point of a "leagues club".

These are essentially private business operations. They are "private clubs" which started to support a cause (cricket, football, ex service personnel). They only differ to Coca Cola or McDonalds is that the club cannot a profit and are not taxed by the govt like a corporation, as the "cause" benefits the community.

These clubs invite people to become members. The advertise how the business is run, and how members can become board members. They don't go into the street put a gun to those people's heads and demand they join.

It's a clubs responsibility to publish the club rules.
It's a members responsibility to read those rules.

A member joins that club with rules in place. And the member makes a decision to join or not.

How much more democratic do you need?

As I've said before, most members want a cheap feed, a cheap beer, a loyalty program to reward them for their loyalty, and place to play bingo/play the pokies/enter the raffle.

It's a bit more elevated than that.

You can apply at the front desk, but it has to be approved by the board at a board meeting. They vet you to be a general member....

I don't know that specific criteria, but would assume they look at how many AGMs you've attended, how often you visit the club, have you ever been cited for anything... You know, doing their due diligence.

I suspect if you are turned down, they must notify you why they have turned you down.

I worked at one club where even a normal member was approved by the board at a board meeting (and the board would check their internal records to check if you have ever visited the club before and been asked to leave for example). This is more common than you know. Some RSL clubs even share "blacklists" of names of people...
 
I’m not suggesting that members are actively being discouraged to upgrade to the General level. It may be disinterest. However it is making participation in governance complex. I think if someone has been a member for three years and wants to be involved - great!
