3 seems a little much to me. Makes more sense at 2 players - a coach might take one player from his 17 out of the game to bring an 18th man in but no way a coach would do it to two players

Also there's gonna be some strange debuts for rookies coming on when there's 3 HIA's 😂

How often will we see 3 failed HIA’s ?
NRL wants points scored at any cost .
 
I think its a good solution. Completely takes rorting out of the equation. I thought 2 would have been a good number but three takes it further. Unlikely to be used too much.

One negative of having a 'developing player' as your 18th man means they might not be able to play reserves every week which could suck for a younger guy

I agree. Subbing in after 2 HIAs puts the bench back to 3, as close to full strength as possible. Subbing in after 3 HIAs gets you back to 50% and don't forget the sub will not have played a single minute, so it's a completely fresh reserve and the minutes already played by the HIAs are wiped from your fatigue cost.

I believe they have to spread it around and the developing player has to play a game the next week so that young developing players don't miss too much game time.
