How is this legal?

The game is all about protecting the players from head knocks yet it is absolutely legal when an attacking player intentionally elbows or palms the defensive player to the head?

Bumper bars will be outlawed soon but I don’t mind the face palm.
If you cop one, you have poorly affected an attempt to tackle.

Hahaha it's called a fend... Elbows aren't legal. Players thet know how to tackle can deal with this quite easily... It should.be on the tip sheet and brought up in video reviews
