Raiders boss wants NRL salary cap discount David Barbeler Wednesday, August 21, 2013 5:27:12 PM Canberra CEO Don Furner will renew a call for the NRL to provide a discount under the salary cap for clubs that develop their own junior players. His younger brother David Furner became the first Raiders coach to be axed in 32 seasons on Tuesday, adding to a tumultuous year for the club. While star fullback Josh Dugan was sacked at the beginning of the season for an off-field indiscretion, the playing group became frustrated at David Furner's refusal to axe troubled centre Blake Ferguson despite numerous misdemeanors. The club struggles to prevent poaching of their best junior talent from teams in the bigger cities, which resulted in a lack of replacement options for Ferguson. It has been acknowledged by Raiders board members that David Furner's decision to stand by Ferguson partly led to his downfall. Don Furner expressed frustration on Big Sports Breakfast on Wednesday at the difficulties faced in retaining suitable players. "We are in the top one or two developers of talent in the game, and there's a lot of good young tough kids in the country we attract," Don Furner said. "We've got a great development system, the hard part is making sure we keep them." He said he'd be putting forward a salary cap proposal to the NRL where clubs that develop junior talent get a discount. "It has to happen to have an incentive to develop your own players," Don Furner said. "Otherwise we could be like other clubs and just say we're not going to worry about putting money into junior development and just buy them when they're 21 or 23\. There are clubs that do that."

I think the easier option is this

If you don't (for example ) 1/3 of your top 25 players as junior talent you LOSE some percentage of your salary cap (10%)

This way the rich clubs that forever raid the poorer ones don't have us much money to spend and that would bring them back to the field
 
I think there needs to be some benifit in developing juniors factored into the salary cap… The challenge is defining junior talent and how much?!

I'd say junior reps perhaps from mats on. The issue is as its always been; clubs develop a once in a generation junior and they spend the rest of time fending off rich clubs with dubious 3rd party riches

It would maybe be best to be a value added exemption style thing, we don't want to see clubs stockpile junior talent by paying overs for every hyped up kid.

Im not so sure they have cap concerns as such….just getting Peed off all their juniors are getting poached.

I think that many players that Canberra have brought into the system they have probably paid overs for

No because for every player that wasn't a local junior they would lose even more of their salary cap

Your 3rd party deals are still limited to a set dollar amount as a whole that you can't exceed legally

I've been preaching something like this for years!

My concept would be that clubs should be allowed to pay whatever they like to keep their juniors who they have bought through from SG Ball to first grade. I think those players should be able to finish their careers where they started if that's the path they want to take. That scenario is a win/win for players, clubs and most importantly, the fans. Imagine in 2018 Robbie Farah wants to keep playing and is squeezed out because of the salary cap, how tragic would that be for a young kid who has idolised Robbie.

On the other end of the scale, I think the salary cap should be reduced so clubs cant go out and buy a premiership. I think clubs should be encouraged to develop their own and discouraged from stealing talent from other clubs. I think clubs should set up nurseries in the bush and out of state to help bolster their junior teams and also cater for kids in the bush too.

The more clubs are encouraged to go out and get juniors the more it helps the game. It stops kids from playing in rival codes and it protects our interests. That's why I think my concept is a win/win for everyone.
