How Often Does The Ladder Look Like This After Seven Rounds?

There are four positions on the ladder:

1st: Teams which have won five, lost two - Storm, Dragons, Broncos (1-3)
2nd: Teams which have won four, lost three - Rabbitohs, Bulldogs, Cowboys, Knights (4-7)
3rd: Teams which have won three, lost four - Roosters, Wests Tigers, Sharks, Warriors, Titans, Panthers, Raiders, Eels (8-15)
4th: Team which has won one, lost six - Sea Eagles (16)

Is it odd for it to be this close after seven rounds? Or maybe it's actually nothing out of the ordinary.

The ladder doesn't usually start to take shape till after about round 10.
