I think part of it has to do with what positions we're struggling in. Ballin is an exception but we haven't exactly had a wealth of NRL-ready props or back rowers bashing the door down. I guess in the context of the Farah situation Ballin was a stop gap until Cherrington or Liddle were ready, and I think Grant has exceeded expectations but was meant to fill a similar role while we wait for the likes of Felise, Tatola, Paseka and Jordan Grant to come through; I doubt he was signed as a cornerstone prop.
Outside of maybe Marsters (Fine is solid, but doesn't fill the role we require with Lovett there) we were after a creative, hole running backrower, especially with Sirro struggling and ET fit the bill and much more.
I'd say it's a long bow to say it's a conscious effort to move away from juniors, more just filling gaps in our system where players either we don't have the quality or players haven't developed as hoped.
