James Tedesco Concussion

For some time now I have been concerned about how many high shots Tedesco takes. Whether or not he is in tigers colours next year is irrelevant - don't want any player to suffer long term head trauma effects.
As for the role in general, I don't understand why it isn't an impartial nrl doctor making the decision to bring someone off and determining whether they can continue etc.
Been done in boxing and mma forever…
As for penalising the other team, surely the bunker could be used to determine foul play (if needed) and if found to be so, the offending player can't come back for the rest of the game either.
I think that could work.

It's a serious issue now for Teddy as he has a pattern of being declared concussed. Anyone remember Liam Fulton? I'm afraid Teddy us on that road.
