I believe Josh Hannay was the impetus for the rule change - didn't Cowboys attempt to grade him just after he'd turned 16, and the League denied it because he was 15 at the start of that season.

And then Rankin and the NRL changed the rules.
 
I doubt he'd have his debut this year.

Seems to have ability, but he looks about 70 kg. The only 18 year olds these days that debut in the NRL are physically as big as current NRL players.

Tommy Talau and Zac Cini both are great prospects with good size.

Not just here but elsewhere - Bronson Xerri @ the sharks and Bradman Best @ The knights.

Next to Mal, he's obviously smaller. But it's not as if he's 5 foot and 50kgs.
Like all young halves he'll need a full off season to bulk up and due to only getting back from the schoolboys tour a few days before Christmas he won't get one this year.

Stehr was a prop too wasn't he? Must have been one tough bugger to hold his own as a teenager back in those days especially.
