Luxury Tax in NRL

Last couple of weeks I've been wondering if the NRL would benefit from implementing a luxury tax as a measure to keep more star players here. The basic jist of it is that teams would be allowed to go over the salary cap but when they do they would have to pay a tax on the extra amount.
