Being in finals contention played a part with Brooks, but positions do factor in for some cases.

For example Titans are probably about to get an exemption for their game against Roosters, positionally they are likely to be forced into picking a player in the same position ie. back for a back, forward for a forward.

I believe we already had a 2nd-tier exemption to play Luani, because Farah was injured. We couldn't dump him at our leisure to shuffle the team around. Exemptions are not granted for form slumps.

The 2nd tier cap prevents you picking and choosing which fringe players get called up. Kind of like a World Cup squad, you have to nominate your top group and stick to the cap. It's a flaw in the system - sure the cap exists to stop rich teams filling their reggies with comparatively expensive backups, but it also cruels teams who have large injury tolls who then want to call up dynamic youngsters( who were originally outside the Top group).

Why wasn't Brooks in Top 25? Because he was on a junior contract and that doesn't get you in the top group dollar-wise. It's actually a good thing for us, he wasn't ready for firsts at the start of the year and we weren't paying him to be.
 
sorry, i think its a stupid idea. let him finish season in NYC..
if he plays FG, keep him at 7…
we dont need to start playing our best halves prospect in a long time out of positon.

We can complain all we like and we probably have a point that the current 2nd tier salary cap rule's a joke and needs to be reformed urgently, but the fact is WT always knew the rules and regs as well as Brooks' potential and Miller's volatility when the top 25 was selected at the end of last year, and our short-sightedness and lack of planning has got us fans up in arms once again....

We had Miller, Moltzen, Sirro, Marshall, Anasta as halves options, and all of them were in the top 25\. 5 out of 25, that leaves very little wiggle room for outside backs and forwards.

Considering Brooks was coming out of SG Ball and off some serious injuries I would question any sane person to put him into the top 25 straight off the bat. The fact he has come along so well is a bonus, but not something we should have gambled on for 2013.

Thankfully a mature common sense reply

Junior development takes time and fortunatly Brooks was spared most of the mess that is WTs NRL 2013.

Let him begin fresh next year when we've cleaned out a lot of the rubbish
 
On my livestream all the dragrons fans were whinging during the game how Luke Brooks is being played illegally and shit. I think if he is allowed again everyone gonna start crying
 
We have seen what brooks can do now it it is time to be patient and wait until next year.he is more value now going back to the 20's to give them cohesion going into the semis.
 
ineligable for at least the next 2 of 3 games as the opponents are in contention for the Semi finals.
