AUSTRALIA faces having to make a hefty payout to help developing countries such as China and India cope with climate change in order to clinch a deal in Copenhagen.
Despite Australia facing a domestic Budget deficit of about $50 billion for the coming year, Climate Change Minister Penny Wong told The Sunday Mail from Copenhagen that Australia would have to contribute to so-called climate "abatement" funds if India and China were to come into the climate-change tent.

"There are a range of figures flying around," Senator Wong said. "(British Prime Minister) Gordon Brown has proposed a $100 billion mix of public and private money. We have not indicated a figure but we have indicated we're prepared to do our fair share."

But new Opposition finance spokesman Barnaby Joyce immediately attacked the proposal.

Prime Minister Kevin Rudd has previously backed a separate $US10 billion climate fund in talks with US President Barack Obama and Mr Brown.

Reports from Copenhagen say industrialised countries favour a target of 50 per cent reduction of global carbon emissions by 2020 (compared with 1990 levels), but major emerging economies led by China have baulked at any such target unless it is made clear that rich countries will assume most of the burden.
 
Just goes to show what an unbelievable waste of time, money and effort these stupid bloody summits really are. That draft is pathetic and absolutely gutless.

Its got nothing to do with greenhouse emissions…it's all money.

On a normal day, Majken Friss Jorgensen, managing director of Copenhagen's biggest limousine company, says her firm has twelve vehicles on the road. During the "summit to save the world", which opens here tomorrow, she will have 200.

Ms Jorgensen reckons that between her and her rivals the total number of limos in Copenhagen next week has already broken the 1,200 barrier. The French alone rang up on Thursday and ordered another 42\. "We haven't got enough limos in the country to fulfil the demand," she says. "We're having to drive them in hundreds of miles from Germany and Sweden."

And the total number of electric cars or hybrids among that number? "Five," says Ms Jorgensen. "The government has some alternative fuel cars but the rest will be petrol or diesel. We don't have any hybrids in Denmark, unfortunately, due to the extreme taxes on those cars. It makes no sense at all, but it's very Danish."

The airport says it is expecting up to 140 extra private jets during the peak period alone, so far over its capacity that the planes will have to fly off to regional airports – or to Sweden – to park, returning to Copenhagen to pick up their VIP passengers.

And this being Scandinavia, even the prostitutes are doing their bit for the planet. Outraged by a council postcard urging delegates to "be sustainable, don't buy sex," the local sex workers' union – they have unions here – has announced that all its 1,400 members will give free intercourse to anyone with a climate conference delegate's pass. The term "carbon dating" just took on an entirely new meaning.
At least the sex will be C02-neutral. According to the organisers, the eleven-day conference, including the participants' travel, will create a total of 41,000 tonnes of "carbon dioxide equivalent", equal to the amount produced over the same period by a city the size of Middlesbrough.

I am prone to getting very vocal and abusive on this issue so I'll only make one comment for the moment.

Climate change is happening and climate change always has happened. It's called natural cycles. Ice ages, global warming have all occurred before and will in the future. Kevin Rudd and his merry band of economic imbeciles are simply using climate change as a means to institute a tax that will reap vastly more revenue than the GST and no doubt go into general revenue and have no beneficial effect on the environment. How else is the moron going to pay for the national debt his government has built through his idiotic hand outs and totally reckless stimulus package?

Kevin Rudd is a dangerously idealistic fool whose rampant desire to be seen as a major world leader can have no beneficial result for this country.

Um… wasn't John Howard giving idiotic handouts for about half of his term as PM? Wouldn't it have made a lot more sense for him to be saving that money during the good times to pay us out during the bad times?

Haha yeah but a lot people seem to look past these facts an others… but it's amazing how many people forget the $1000 cash hand-out howard gave before the last election... ohhh and what about the $230 Million he spent trying to convince us that work choices were great?

Also regarding the "World Leader" view i have heard so many liberals use as a whinging point... we now live in a world with significant global ... GLOBAL issues which are bigger than any individual country. He's putting his hand up and making sure Australia is heard... good on him!

In time we well see the world divided into Unions... then you might see why he is doing what he is doing now... Foresight was never a strong point of the liberal party.
 
Those who care most about Global warming are those who tend to have the largest foot print.

Use the most petrol on their land tanks, Waste paper, plastic, water and food etc.

There are heaps of ways we all could make a diff in our day to day lives without taxing upper middle class families who are stuggling already.

You guys are right about Howard's spending - he was a pm buying votes - they all do it.. Luckily for us Costello was there to reign him in. Labor doesn't have this luxury. All that they know how to do is spend, spend, spend. I mean they are already tapping into the futures fund because they have run out of dough. Thats why he was so desperate to get that moronic ETS through.

Going on junkets like this ridiculous waste of time really gets me going.

There's nothing that we can do to help the situation....the earth does this every once in a while..all we can do is adapt.

… I don't know about John Howard being as spend happy as Rudd. I used to work down on the Federal Budget in 04 when Howard was in power and he & costello were constantly pushing us to find ways to do things smarter, faster, cheaper. Plus, at lot of their policy was unsung in a lot of areas. The implemented a lot of indigenous policy and had a general intent to help them, plus they were focused on prepping us for the Inter-generational issues. Paying down debt and creating the future fund was for that... and the whole reason for the baby bonus, wasn't a cash handout, it was to create more taxpayers for when the boomers hit retirement.

Rudd, has set us back so far... and as a consequence, Gen x and Y are in for a world of pain when the inter-generational inequity hits. At least with the money, Rudd could have invested in health infrastructure, rather than school halls to help us cope with the aging population or created something with those stupid cash handouts!!! One thing I don't like too is his concept of building '21st century libraries' in schools... seriously, all students have free laptops, all they need is a subscription to google books when it is up and running - that is a 21st century library!!

Plus, why won't they create a business case for the NBN? You know why, because the figures don't work! Why do you think the Liberals never implemented it?

The liberals need to come in to power very soon to fix this mess.

**Glacier melt claims were 'speculation'**

FRESH doubts were cast over controversial global warming theories yesterday after a major climate change argument was discredited.

The International Panel on Climate Change was forced to admit its key claim that Himalayan glaciers would melt by 2035 was lifted from a 1999 magazine article. The report was based on an interview with a little-known Indian scientist who has since said his views were “speculation” and not backed up by research.

It was also revealed that the IPCC’s controversial chairman, Dr Rajendra Pachauri, described as “the world’s top climate scientist”, is a former railway engineer with a PhD in economics and no formal climate science qualifications.

Dr Pachauri was yesterday accused of a conflict of interest after it emerged he has a network of business interests that attract millions of pounds in funding thanks to IPCC policies. One of them, The Energy Research Institute, has a London office and is set to receive up to £10million from British taxpayers over the next five years in the form of grants from the Department for International Development.

Dr Pachauri denies any conflict of interest arising from his various roles.

Yesterday, critics accused the IPCC of boosting the man-made global warming theory to protect a multi-million pound industry.

Climate scientist Peter Taylor said: “I am not surprised by this news. A vast bureaucracy and industry has been built up around this theory. There is too much money in it for the IPCC to let it wither.”

Professor Julian Dowdeswell, a glacier specialist at Cambridge University, said: “The average glacier is 1,000ft thick so to melt one even at 15ft a year would take 60 years. That is a lot faster than anything we are seeing now so the idea of losing it all by 2035 is unrealistically high.”

The IPCC was set up by the UN to ensure world leaders had the best possible scientific advice on climate change. It issued the glacier warning in a benchmark report in 2007 that was allegedly based on the latest research into global warming.

The scientists behind the report now admit they relied on a news story published in the New Scientist journal in 1999\. The article was based on a short telephone interview with scientist Syed Hasnain, then based in Delhi, who has since said his views were “speculation”.

The New Scientist report was picked up by the WWF and included in a 2005 paper.

It then became a key source for the IPCC which went further in suggesting the melting of the glaciers was “very likely”.

Yesterday, Professor Murari Lal who oversaw the chapter on glaciers in the IPCC report, said: “If Hasnain says officially that he never asserted this, or that it is a wrong presumption, then I will recommend that the assertion about Himalayan glaciers be removed from future IPCC assessments.”

Last year the Indian government issued its own scientific research rejecting the notion that glaciers were melting so rapidly.

Before the weakness in the IPCC’s research was exposed, Dr Pachauri dismissed the Indian government report as “voodoo science”.

In a new report, computer expert E. Michael Smith and Certified Consulting Meteorologist Joseph D’Aleo discovered extensive manipulation of the temperature data by the U.S. Government's two primary climate centers: the National Climate Data Center (NCDC) in Ashville, North Carolina and the NASA Goddard Institute for Space Studies (GISS) at Columbia University in New York City. Smith and D’Aleo accuse these centers of manipulating temperature data to give the appearance of warmer temperatures than actually occurred by trimming the number and location of weather observation stations. The report reveals that there were no actual temperatures left in the computer database when NASA/NCDC proclaimed 2005 as "THE WARMEST YEAR ON RECORD.” The NCDC deleted actual temperatures at thousands of locations throughout the world as it changed to a system of global grid points, each of which is determined by averaging the temperatures of two or more adjacent weather observation stations. So the NCDC grid map contains only averaged, not real temperatures, giving rise to significant doubt that the result is a valid representation of Earth temperatures.

The number of actual weather observation points used as a starting point for world average temperatures was reduced from about 6,000 in the 1970s to about 1,000 now. “That leaves much of the world unaccounted for,” says D'Aleo.

The NCDC data are regularly used by the National Weather Service to declare a given month or year as setting a record for warmth. Such pronouncements are typically made in support of the global warming alarmism agenda. Researchers who support the UN’s Intergovernmental Panel on Climate Change (IPCC) also regularly use the NASA/NCDC data, including researchers associated with the Climate Research Unit at the University of East Anglia that is now at the center of the “Climategate” controversy.

This problem is only the tip of the iceberg with NCDC data. “For one thing, it is clear that comparing data from previous years, when the final figure was produced by averaging a large number of temperatures, with those of later years, produced from a small temperature base and the grid method, is like comparing apples and oranges,” says Smith. “When the differences between the warmest year in history and the tenth warmest year is less than three quarters of a degree, it becomes silly to rely on such comparisons,” added D’Aleo who asserts that the data manipulation is “scientific travesty” that was committed by activist scientists to advance the global warming agenda.

The academic at the centre of the ‘Climategate’ affair, whose raw data is crucial to the theory of climate change, has admitted that he has trouble ‘keeping track’ of the information.

Colleagues say that the reason Professor Phil Jones has refused Freedom of Information requests is that he may have actually lost the relevant papers.

Professor Jones told the BBC yesterday there was truth in the observations of colleagues that he lacked organisational skills, that his office was swamped with piles of paper and that his record keeping is ‘not as good as it should be’.

The data is crucial to the famous ‘hockey stick graph’ used by climate change advocates to support the theory.

Professor Jones also conceded the possibility that the world was warmer in medieval times than now – suggesting global warming may not be a man-made phenomenon.

And he said that for the past 15 years there has been no ‘statistically significant’ warming.

The admissions will be seized on by sceptics as fresh evidence that there are serious flaws at the heart of the science of climate change and the orthodoxy that recent rises in temperature are largely man-made.

Professor Jones has been in the spotlight since he stepped down as director of the University of East Anglia’s Climatic Research Unit after the leaking of emails that sceptics claim show scientists were manipulating data.

The raw data, collected from hundreds of weather stations around the world and analysed by his unit, has been used for years to bolster efforts by the United Nation’s Intergovernmental Panel on Climate Change to press governments to cut carbon dioxide emissions.

Following the leak of the emails, Professor Jones has been accused of ‘scientific fraud’ for allegedly deliberately suppressing information and refusing to share vital data with critics.

Discussing the interview, the BBC’s environmental analyst Roger Harrabin said he had spoken to colleagues of Professor Jones who had told him that his strengths included integrity and doggedness but not record-keeping and office tidying.

Mr Harrabin, who conducted the interview for the BBC’s website, said the professor had been collating tens of thousands of pieces of data from around the world to produce a coherent record of temperature change.

That material has been used to produce the ‘hockey stick graph’ which is relatively flat for centuries before rising steeply in recent decades.

According to Mr Harrabin, colleagues of Professor Jones said ‘his office is piled high with paper, fragments from over the years, tens of thousands of pieces of paper, and they suspect what happened was he took in the raw data to a central database and then let the pieces of paper go because he never realised that 20 years later he would be held to account over them’.

Asked by Mr Harrabin about these issues, Professor Jones admitted the lack of organisation in the system had contributed to his reluctance to share data with critics, which he regretted.
