Gould and co are idiots. They are saying it's the NRLs fault for encouraging this. No one has been fined for last 2-3 years about this that I know of but Panthers have been caught twice.

The rules are there... Sleezy coaches like Cleary want to do everything they can do bend them (every coach does), but Cleary wants to pretend he's above it.
