It’s his favoured position on most things - I suspect that he views this is a twelve round boxing match and Biden has taken the points for round one. Yes, he has been knocked down and given a standing count but he will go back to his corner and come out swinging (using every dirty tactic he has at his disposal).

Pretty much the whole planet has signed onto this, a genuine concerted effort to make the short to medium term future of the human race viable. All sorts of governments on the political spectrum have signed on. For some reason there's a small percentage of the population that think they know better than just about every government and climate change scientific consensus. Those people tend to be the ones that won't be around to witness the potential that a runaway greenhouse effect can have.
