You can't pass the ball once the ball carrying arm is on the ground just like you can't promote the ball forward in a try scoring situation. It is also at this point players not already involved in a tackle can't join in the tackle.So what is the rule then? You can't pass off the ground, full stop? You can't pass off the ground if the ball playing arm touches the ground?
I had always thought it's fair game unless the tackle is complete and held is called. It's just an offload in the process of a tackle.
Doesn't make sense that he can't pass there, but should just take the ride over the touch line for a handover. It's either held, or play on - at least, that's how I've interpreted it.

However the tackle isn't completed until momentum stops (or held call). So momentum taking you over the try line after the arm is grounded is a try and momentum taking you over the sideline is out.
