The whole problem is the NRL transfer system that they do not have the balls to fix.
I understand long term roster planning, but having to choose between am aging veteran and the young buck more than 18 months before the 1st game of any contract will take effect is ridiculous.
The NRL should have a transfer window which opens after the season where the contract ends.
The reality is that it doesn't matter when players are allowed to negotiate as none of the managers follow the rules & the NRL don't enforce them.
