Why does the NRL have linesman? Why do we have rules?

I must be getting grumpier as I get older. Why do we have linesman? The current crop don't have a set anyhow. They are too scared to call a forward pass, in case it's in tomorrow's paper. Let's have the ball boys do it and save the money. They can lift a flag; they are quite light. Why do they play the ball. They don't. They roll the ball like touch. They take a dump, the football one, and quickly roll the ball back. I think the rules state they must make an attempt to play the ball. I have seen dogs make more of an attempt to lift their leg. It's getting the same in the NRLW. Anything thing goes. All games will soon be like the Manly / Tigers recent game when forward passes were numerous, and the ref was right beside Ockalatu when he passed that pearler. I once watched every game of NRL but unfortunately, I don't have faith in Officialdom anymore.
 
Wash pretty mush out ran everyone not sure how you fix that with the system they have.
You could see that was forward from the next suburb.
I heard that excuse from the commentators as well. Refs and linesmen have only been fit bastards in the last 20 years. Before that they were balding old fat guys who still managed to know a forward pass when they saw one.
