offer and Penriths. He's told his friends &
teamates it's ours he wants. Dogs don't
have a horse in this race. No official offer.

will be closed soon, sounds confusing but

Would be a big risk to decline an official offer for a nudge and wink as it would take the official offer off the table. No way a club comes back in for a 2nd go so you remove the competitive tension from your market by doing that.
