Yep it is about identifying the best and prioritising the re-signing of talent. While it is a blow to lose Tupou, it would be a much bigger blow to lose Galvin.

It's good from a marketing perspective.
However in this instance I feel that the delays are creating risks for a change of heart.
Even if he has signed a contract, until he aannounces it with perhaps a photo shoot deep down he hasn't committed. If then ,by some small chance he and Ivan make up, he possibly could back out and in that case contract or not we wouldn't want an uncommitted signing.
The other thing is and this is the biggest, the delays are increasing the chances that he doesn't come this year.
We needed a dummy spit. Pascoe in this instance would've been hypothetically maybe better by perhaps reminding Ivan how he broke contract so who is he to stand in Luai's way for 24.
And then he could've graciously resigned making way for Richo. Aka Gould with Cleary.
Perhaps Shane starting earlier could have made waves but probably didn't want to start that way.
If Luai comes this year we're for semis.

Ivan could've seen out his contract and then left.......but no Gus made waves. We needed this blowing up somehow, even if a small chance.
Maybe there was a small chance it could have been created as I said above.
Mate you need to check your facts before you post.
Gus did not want Ivan back at the Panthers and had nothing to do with his immediate return.
He’s not a spring chicken just an assumption. Hopefully he stays longer and we win something .
