Downtown is a weird one, you can't advance beyond the point of the previous ruck before the kick leaves the boot is how I understand it, and the penalty is from where the ball is kicked I think

They got the right guy but it's a nonsensical rule when you don't actually impact the back 3 of the opposition. If you can, go back and you'll see what I mean. He makes the infringement and is 30 metres away when Walsh catches it.
