To a degree.
I work for a company that has many, many layers.
We are quite often asked, as employees, for suggestions on how things could be improved.
Now- the directors CAN take those suggestions & implement them. Or they can ignore them.
But what they do with those suggestions, how they are introduced, how long they are introduced, what they consider to be a success.... that is out of the employees hands.
Point being- HBG/Wests Tigers board listened to the fans (employees) & implemented their suggestion.
That is where that interaction stops, as far as the fan involvement goes. What happens from there is in the hands of the directors.
It was pretty impressive that they listened to the fans in the first place, probably to the detriment of some making the decisions.
