You can't tackle a player without the ball. I might be wrong - just as you can't touch a half back about to kick a ball even if you are in the act of tackling him.

Do you mean you can tackle a player without the ball cos you "think" he might catch it? The Kiwi wasn't going for the ball, he was going for the player who didn't have the ball. Pretty simple.
