I think Penrith and Warriors should rest players. Minor premiership means nothing, finishing 1st or 2nd doesn't change anything. Unless one of them really wants to play Roosters.
There are way too many niggles and issues to risk playing a whole game.

I think it’s a very secondary consideration to winning the premiership itself. Aside from the prize money, which I doubt they really need, and a shield nobody really cares about, there’s no real difference between coming first or second.
