I think Penrith and Warriors should rest players. Minor premiership means nothing, finishing 1st or 2nd doesn't change anything. Unless one of them really wants to play Roosters.

There’s no way Penrith rest up next weekend.

I’d be certain that he would want to keep momentum up going into the finals.

Penrith have big incentive to play full strength team
All they have to do is beat Tigers by 2 more points than Warriors beat Manly
If so they are minor premiers and probably play the shaky Roosters week 1
If not they play Dolphins week 1 which is much harder
