3 tackle sets

Just a random thought, what would the state of the game be like if there were 3 tackles a set as opposed to 6?

So you've recieved the ball and your dummy half winger has gone for a run. Suddenly it's time to kick.

It'd be more like Union, where there would be alot of bomb looking for errors and attacking kicking game out the window.

I'd love to see a 15 metre rule. That'd be crazy.
