Joel Monaghan didn't even get kicked out of the country, he left of his own volition.
No consistency whatsoever. If any of these guys were reserve graders or fringe first graders, they'd all be looking at the end of their careers.

Some cultures have a greater preponderance for certain activities frowned upon in modern Oz.
But we are all living in modern Oz and supposed to abide by its laws.
