The only way I feel change can be made is through the NRL. ie NRL dissolve the Wests Tigers, take the licence away and set up and independent board. This would keep the brand name and would allow them to base the team in any region they desire. Ashfield, Tigers and Campbelltown Leagues can then put money in through sponsorship without having a seat on the board. The two respective football clubs can then take care of junior leagues and any lower level senior teams they wish to field. What legal stuff this brings up I'm not sure though.
Going through the respective joint venture boards is impossible.

I think the NRL should dissolve this basket case, start a new club based in MacArthur with a set timeline where once the new club has paid back all money the NRL used to set the club up, then give the club to it's fans. MacArthur is where the future is at and the NRL really has to keep an eye on what is happening now and act accordingly.
