I don't think that would be the case. Say Campbelltown is upgraded and the NRL stipulates a "stadium-policy" similar to that of the AFL, I can see the NRL stating to Sydney clubs (Wests, Manly, Sydney, Souths, Cronulla, Canterbury, St. George-Illawarra, Parramatta and Penrith) they **must use** the following stadiums:

SFS, SCG, Homebush, Campbelltown, Parramatta plus the regional grounds of Gosford and Wollongong.

Teams would therefore nominate the stadiums they wish to use. For example, Canterbury may opt for 8 @ Homebush & 4 @ Campbelltown, Wests may opt for 6 @ Parra or SFS & 6 @ Campbelltown and so forth for the other clubs.

As the incumbents of the ground, Wests may play more games at the upgraded Campbelltown than other clubs, but it would not be every game.

I don't really want to see LO become redundant, but the likelihood of it receiving any significant upgrade for it to be considered plans for growth for WT is slim to bugger all.

At this stage there is not enough corporate strength in the Macarthur to ditch the inner city link (whether it be leichhardt or elsewhere) , particularly in the medium to large corporates that bring in the business
I imagine that population growth will lead to corporate growth, but I think it is too far away to rely on soley at this point.
